This book was compiled in response to the introduction of 'the Local Government Act 1906' in New South Wales which in effect 'makes the principal of Local Self Government a living reality'. A large proportion of the book includes a list of all municipalities and shires throughout New South Wales. In addition the book also contains background information to the formation of local governments in New South Wales.

Section one gives a detailed account of the founding of the Commonwealth of Australia and the make up of the first federal government, its departments, its jurisdiction and its members.

The second section is a detailed outline of the government of New South Wales, its departments, its electorates, its parliament, its Acts and its members at the start of the 20th century. Section three is a copy of 'the Local Government Act, 1906' and includes an index to the Act and a copy of the Local Government (Loans) Act, 1907

Sections four and six respectively, consist of a comprehensive list of New South Wales municipals and shires. This includes information on the federal and state electorate and representatives. The mayor and councilors, council meetings and sometimes includes information on the actions the council has taken in different areas, for each council area. These sections also include relevant and interesting quotes by various people.

The fifth section is a small section on the physical features of New South Wales. While the last section is a miscellaneous section covering town and shire clerks, municipal and government associations, the university, ecclesiastical etc.
